The Young Jazz All Stars program began in 2005 as an offshoot of the Vancouver Island Jazz Jam, an event organized by U-JAM and Daniel Lapp's Lappland Productions. The program provides middle and high school musicians an opportunity to develop their musicianship under the guidance of local professional musicians.

The Young Jazz All Stars meet each Saturday throughout the school year at Long and McQuade's Music Education Centre to play in small combos to develop their improvisational skills. Every second week, guest mentors, consisting of Greater Victoria's best jazz musicians, are brought in to rehearse the groups. On alternate weeks, local music educator and professional performer, David Enns, provides continuity and direction in preparation for public performances at various venues in and around Greater Victoria.

The groups' repertoire includes jazz standards and contemporary hits from the popular songbooks of new and emerging artists, as well as songs/tunes written and/or arranged by members of the group.
