<p>Participating Spooktacular businesses will provide safe trick-or-treating from 10 am to 12 pm followed by a costume contest, and games from 12 &ndash; 2 pm in City Square. Don&rsquo;t be surprised to see some shop owners add to the atmosphere by dressing in costume, and offering treats to those close by.</p>
