It has occurred a number of times in the last 20 years both with and without United Nations approval; the most recent being Libya. Yet humanitarian intervention remains highly controversial.=0D=0A=

The Dialogue will explore whether such intervention is justified and, if it is, under what circumstances. Views will be sought why intervention is authorized for some situations, like Libya but not in others, such as Syria. The discussion will explore why some countries, such as China and Russia, generally oppose humanitarian intervention. And, among other issues, participants will look at concerns about ‘mission creep’ where an intervention starts expanding its mandate entering deeper into conflict.=0D=0A=
